Also includes a 1776 list of U.S. Navy captains, his "A Plan for Regulation & Equipment of the Navy" (1777), and notes (1794) on the expense of building, fitting, and maintaining a frigate. Also a U.S. Continental Congress list showing rank of captions in the Navy, dated October 10, 1776.

the continental agents for prizes are under no Cheque or control they sell for what price they please, and are frequently themselves the Purchasers, they sell at private Sale or at Vendues as best suits their own views, at Vendue their Creatures give the sign which determines the Price of Select Articles. – They are concerned directly and indirectly in Privateers and give them more countenance and assistance than to Ships in the Public Service, Prizes are frequently said to be robbed of Cannon via which tis said are afterwards applied to the Equipment of certain Privateers. They invest the Public Monies In loan office notes and keep the Captors out of their Share until they are Bare footed and have not wherewithals to buy a dinner and then pretending to feel for their Situation buy their Shares for a triffle, they render no Account Sale to the Captors, but treat them with haughtiness and insolence and have even the assurance to presume to dictate to Commanders in the Service, let the Continent determine whether it can be fairly dealt with, while its servants are thus treated. –
