Description
Papers include originals and typed transcripts of letters to Benjamin Franklin and others in Paris, to Joseph Hewes, and to A. Livingston. Also includes a 1776 list of U.S. Navy captains, his "A Plan for Regulation & Equipment of the Navy" (1777), and notes (1794) on the expense of building, fitting, and maintaining a frigate. Also a U.S. Continental Congress list showing rank of captions in the Navy, dated October 10, 1776.

Origin of the Navy
At a caucus in 1794 consisting of Izard, Morrison and Elsworth, of the Senate, of Ames, Sedgwick, Smith, Dayton +c of the Repretes, + of Secrets. Hamilton + Knox, to form a plan for a national Navy, Smith began the within figurings as Secret. Of the meeting – Hamilton then took the pen + instead of minuting the proceedings he made all the flourishes here described trying the [unreadable].
In [unreadable] of the plan adopd. at this meeting a Bill was reported for building the 6 Frigates, which formed the Foundational origin of the Amer. Navy.
