As the good order of discipline of Troops entirely depends upon their Officers, I beg leave to observe to you that we cannot be too careful in the appointment of our Lieutenants, and as the Congress has entrusted us with that privilege, hope we shall convince them of our capability in chusing by giving preference only to merit.
